2/3 of a BILLION dollars dumped into a cesspool. All these garbage projects need to be thrown out the window. This money would be much better used hiring police, SWAT teams, and anti drug/anti gang squads. Clean the garbage out of the cities first. Then when people actually aren't afraid for their lives and start to go to the city, THEN worry about making their travels easier.
