This access is critical to traffic congestion on federal 1-10 freeway; as well as transit options for students to community college. Without this project traffic congestions continues to build on McDowell Road, I-10 and Indian School Road.

This has nothing to do with traffic congestion in the area. It is a Footpath, Bridge, etc. which is for people who are walking, jogging, etc. It will do nothing to ease congestion of any sort.
