This involves hiring external private security firms to provide security to water treatment plants around the valley. Mind you the Security companies currently in use are poorly mismanaged.

Provides a safer source of water and aides in preventing terrorists or other criminal elements from introducing chemicles into our water system.

Security Companies currently in use are poorly managed and their officers under trained. Not to mention as with any government contract it will go to the lowest bidder despite the companies ability to truely keep our drinking water safe.
