Weatherization in Minnesota (with cold winters and very warm summers) is a highly effective use of resources. Few elements of the Stimulus Bill (with the exception of Solar Thermal projects) are as effective as programs such as this.

In fact, it's a "five-fer":


1) Job Creation - Helps to create jobs (for the contractors, the companies creating the supplies, and the transportation of the supplies.)


2) Job Training - Some people will have to be trained with skills that can be used the rest of their lives.


3) Lower Utility Bills - Money saved by the end-user on utility bills can be spent elsewhere, spurring the economy;


4) Lowers Dependency on Foreign Oil - Less energy usage reduces our dependacy on foreign oil.


5) Environmentally Sound - Less energy usage reduces CO2 emissions.
