PROJECT BACKGROUND The City of Burnsville, in cooperation with project partners Dakota County and Mn/DOT, along with its consultant, Short Elliott Hendrickson Inc. (SEH), is conducting roadway design and environmental work for improvements to the State Trunk Highway 13 (TH 13) and County Highway 5 (CH 5) intersection, located in the City of Burnsville. Improvements are needed at this intersection to improve both safety and traffic operations. The current signalized intersection creates frequent delays and has been the site of numerous crashes. Heavy levels of congestion and crashes will only increase in frequency and severity if improvements are not made.While improvements to the existing signalized intersection will be considered, the forecast traffic volumes indicate the need for an interchange at this location. In addition other improvements may include frontage road modifications and/or extensions, installing new traffic signals along CH 5, secondary intersection improvements, and modifications to driveways and access points in the project area.

PROPOSED IMPROVEMENTS The study will consider at grade and interchange improvements at the TH 13/CH 5 intersection. Other improvements may include frontage road modifications and/or extensions, installing new traffic signals, intersection improvements, and modifications to driveways and access points in the project area.

WHY ARE IMPROVEMENTS NEEDED? Improvements are needed to improve both safety and traffic operations in the study area. The intersection currently experiences heavy levels of congestion during peak periods (AM and PM rush hours) and has been the site of numerous accidents. The severity of these problems will continue to grow as the traffic in the region continues to grow. The proposed improvements will be designed to safely accommodate forecasted traffic volumes along the corridor.

This interchange handles huge volumes of truck traffic and supports the grain movemnt via the Savage, MN port on the Minnesota River. The presence of the truck volume and the grade from the stoplight adds to the backlog that exists Monday thru Friday year round. More jobs and expansion of the port would occur after the interchange improvement
