[edit] Points in Favor
This project would improve the safety (due to not uncommon high winds, and a fair number of small aircraft users) and dramatically improves the commercial viability of the Alamogordo Airport.
On the commercial side, the airport would become more accessible to larger aircraft to due airspace restrictions from military operations in the area. The orientation of the crosswind runway puts take-offs and approaches out of the way of restricted space and opens a "commercial corridor", so-to-speak.
Also, the job creation potential is much larger than listed due to the increased utility of the airport.
