By overlaying a asphalt pavement you can prevent potholes and cracks from alowing water to damage the underlying dirt below the streets. It is when that subsurface dirt begins to get wet and soften that real costly pavement damage begins.
Also critical is to slury seal a asphalt pavement every 7 years, so the cracks do not widen, and allow water under the pavement.
