I drive on this bridge every day and it is in horrible shape. It is so bad that the city has placed a permanent sign that reads "Bridge Damaged". It is a two-lane bridge that connects to four-lane roads on either side, causing traffic congestion at both ends.
Being from the Dallas area, Sylvan is the only Trinity River crossing inside the levees (all the others span across them). Thus, when the Trinity River floods (guaranteed at least once every Spring) the bridge has to be closed.
