The City of Everett has determined that the most cost effective means of controlling combined sewer overflows (CSOs) from four uncontrolled outfalls is to construct a CSO control facility on City-owned property at the terminus of Bond Street (near Puget Sound Outfall 7). A 1,000,000 gallon combined sewer storage structure would be constructed at this site along with the necessary conveyance improvements needed to divert flows from the outfalls to the storage structure. Monitoring would be included to measure the amount of flows retained during wet weather events and released to the combined sewer system for conveyance and final treatment at the City’s wastewater plant located at Smith Island.
