[edit] O'Malley Rd Upgrade - Seward Hwy to Hillside Dr
Problem: This project is not constructed to current standards and traffic is increasing beyond the capacity of the existing facility.
Scope: While the scope is not set, minor arterial improvements typically include a new road base, pavement, curbs, storm drains, street lighting, pedestian facilities and landscaping. The roadway will be upgraded to improve safety and capacity.
Status: Design efforts by the State of Alaska for an upgrade to O'Malley road have been funded. This is a state-owned facility and evaluation and funding owuld be by the State of Alaska. This route is designated as a minor arterial in the Offical Streets and Highways Plan. The project is also included in the Long Range Transportation Plan.

Scope: Construct trail.
Status: Design efforts by the State of Alaska for an upgrade to O'Malley Road have been funded and trail construct[ion] is anticipated as paret of that project. This is a state-owned facility and evaluation and funding would be by the State of Alaska.

I can't vouch for the state of the road right now, but a year ago I lived in Anchorage. This road was one of a couple that was notorious for shredding cars to bits. This seems like fine use of the stimulus.
How is fixing a road going to stimulate our economy? Are they going to make it even worse so that every year they will have to hire crews come out to fix it. Or have crews come out every month to fill in the pot holes. How is fixing a road going to create jobs on a long term scale?..... It's not.
Whether you personally approve of the upgrade or not, it's part of the Long Range Transportation Plan, which means that it will eventually get done. Completing the project with stimulus funds means that the State and Muni will not have to issue general obligation bonds to do the work. The money will come from federal dollars. While it's still your tax dollars being used for the work, it's now federal tax money, meaning the burden for the project is paid for from your paycheck rather than your property taxes. Muni, State or Federal, we're going to pay for it in the end.
